The best free zone for crypto is the one whose licence matches your activity and whose regulator will approve it. On published prices, DMCC in Dubai sells a dedicated Crypto Centre package at AED 31,000 a year, and Innovation City in Ras Al Khaimah, formerly RAK DAO, licenses Web3 and blockchain firms from AED 6,600. DWTC has a Virtual Assets licence. ADGM and DIFC suit firms that will be regulated as financial businesses.
Six zones are in the table above. Below is what each offers crypto founders, what it costs, and the approvals our sources mention.
First, separate tech from regulated activity
Building blockchain software, running a Web3 game or consulting on tokens is usually a tech activity. Holding client funds, running an exchange or offering crypto investment services is regulated. A free zone licence covers the company. A regulated service needs the regulator's approval on top. The sources we read say:
- ADGM: the FSRA must approve any regulated financial business before the ADGM Registration Authority licenses it.
- DIFC: the DFSA licenses and regulates financial services, and the cheap Innovation licence excludes DFSA-regulated activities.
- Innovation City: its site calls it a commercial free zone and says regulated activities go to the CMA.
- Meydan: its zone profile notes that virtual asset activities are possible with VARA approval on top of the Meydan licence.
DMCC and DWTC do not set out the approval steps on the pages we read. Ask them in writing which approvals your activity needs.
The zones, one by one
DMCC Crypto Centre, Dubai
DMCC runs its own Crypto Centre, with sister centres for gaming and AI. The Crypto Centre package costs AED 31,000 for one year paid in advance, including co-working access, the Knowledge Dirham (KDID) and VAT. The second year renewal is 50% off. DMCC has more than 26,000 companies, and a flexi desk can carry up to 3 visas. Visa fees are extra. Full DMCC costs sit on the DMCC page.
Innovation City, Ras Al Khaimah
RAK Digital Assets Oasis relaunched as Innovation City, now led by AI, with Web3 and blockchain still among its sectors. It offers over 200 custom technology activities. The Idea package is AED 6,600 a year with a shared desk, 10 activities and no visa; Seed, with 1 visa, is AED 13,200. Extra visas are AED 4,400 each. You can pay fees in cryptocurrency. Licences take 5 to 10 working days. See Innovation City.
DWTC Free Zone, Dubai
DWTC lists Virtual Assets as one of its seven licence types. It publishes no package price, though its FAQ does list a Business Operating Permit at AED 2,000 a year. Two agencies quote AED 16,845 to AED 17,800 for a general first year with a flexi desk and 1 visa (published prices of 2 agencies, checked ). A specialist licence such as Virtual Assets is likely to change that figure, so get a written quote. See DWTC Free Zone.
ADGM, Abu Dhabi
ADGM is a financial centre with its own regulator, the FSRA. It offers DLT foundations as a legal form for blockchain projects. Hub71, the tech programme in ADGM, runs a Digital Assets track. A Category A financial licence starts at USD 17,000 and needs FSRA approval first. A non-regulated crypto tech firm that joins Hub71 can use the tech start-up licence at USD 1,500 a year. See ADGM.
DIFC, Dubai
DIFC's Innovation licence, at USD 1,500 a year plus USD 100 registration, is open to fintech and other tech firms, but not for DFSA-regulated activities. A crypto software or analytics firm may fit it. A firm offering regulated financial services would need DFSA licensing and the standard DIFC fees.
ANCFZ, Ajman
The Ajman NuVentures Centre Free Zone FAQ mentions a blockchain tokenization licence, next to its e-commerce and university licences. Its Zero Visa licence starts from AED 4,888 with up to 10 activities. We found no detail on what the tokenization licence allows, so ask ANCFZ before you rely on it.
Banking for crypto firms
Banking is often the slowest step. Innovation City names RAKBANK, Ruya Bank, Wio, Amina Bank, Ibanera, CBI and M Bank as partners, but you need the licence first and some banks want a meeting. DMCC offers 0% instalments on packages through Wio Bank, which is not the same as an account. Our corporate bank account guide covers the documents.
Choose by what you do with crypto
- Choose DMCC if you want a Dubai crypto community and a published crypto package price.
- Choose Innovation City if you build Web3, AI or gaming products and want the lowest published entry.
- Choose DWTC if you want a named Virtual Assets licence in central Dubai.
- Choose ADGM if your business will be a regulated financial firm or a DLT foundation.
- Choose DIFC if you build fintech software that stays outside DFSA regulation.
- Choose ANCFZ if tokenization is your focus and you are happy to confirm the licence scope first.
For non-crypto tech, see our best free zone for tech page.
Tell us the crypto or Web3 activity, where your customers are and whether you hold client funds, using the form on this page. UAEFreeZoneDirectory.com only lists and compares free zones; it is not a regulator, a zone or an agent of one. A licensed partner or the zone reads your request and replies with the licence route and price.
