Dubai Academic City, officially Dubai International Academic City (DIAC), is an academic city in Dubai run as the education district of the Dubai Development Authority (DDA) free zone. A licence costs AED 15,000 a year for one education segment, plus a one-time AED 3,500 registration fee. You need AED 50,000 in share capital for an FZ-LLC and a leased space, which also sets your visa count. It suits universities, schools, nurseries and firms that serve them.
What a DIAC licence costs
DIAC sells no ready-made package. The DDA publishes the fee lines, and you add a lease on top. These are the official parts:
| Fee line | Amount | When you pay it |
|---|---|---|
| Registration of a new FZ-LLC or branch | AED 3,500 | Once, at setup |
| Licence, any one DIAC segment | AED 15,000 a year | Every year |
| Second standard segment on the same licence | AED 10,000 a year | Every year, if you add one |
| Minimum share capital, FZ-LLC | AED 50,000 | Once; a branch needs none |
| Campus or office lease | Not published | Agreed with TECOM |
Taken from Articles 10, 14 and 15 of the DDA licence categories decision and the DDA registration page, read . Small knowledge and innovation dirham charges are added to each transaction.
So the official floor for year one is registration plus one segment, before rent. The lease is the line that moves the total most, and DIAC quotes it after a site visit. Only one setup agency publishes a DIAC company price, and a comparison site gives an indicative figure. One agent is not enough for us to print a market range, so we leave it out. That thin market is normal for a district where most tenants are institutions, not one-person companies.
The fee system is the same across the DDA districts. Our Dubai Internet City page explains it in full, including how segments and activities work.
The five education segments
The DDA groups DIAC activities into five segments, and each one is priced at AED 15,000 a year:
- Higher Education Provider: universities and colleges awarding degrees
- Non-Academic Services Provider: services to students and institutions that are not teaching
- Educational Support Services: tutoring, assessment and similar support
- School: K to 12 education
- Early Learning Centre: nurseries and pre-school
If your plan spans two of them, for example a school with an attached early years centre, the second segment adds AED 10,000 a year.
KHDA comes before the licence
This is what makes DIAC different from the tech and media districts. The Knowledge and Human Development Authority (KHDA) regulates private education in Dubai, and the DDA will not issue most DIAC licences without its sign-off:
- A Higher Education Provider needs initial KHDA Academic Authorization.
- A School or Educational Support Services firm needs a KHDA no objection certificate.
- An Early Learning Centre needs approval from KHDA or the Ministry of Social Affairs.
Plan the KHDA step into your timeline. The DDA's own processing time starts only after you have that approval and every document.
Does DIAC require share capital?
The DDA's default capital for an FZ-LLC is AED 10,000, but all five DIAC segments carry a higher rule of AED 50,000. A branch of an existing UAE or foreign institution has no minimum. Many foreign universities use the branch route for that reason, and because it keeps the degree tied to the home institution.
What does a DIAC visa cost?
DIAC leases commercial space and offers campuses for sale or rent. Staff visas follow floor area: the DIAC FAQ allows 1 for every 80 sq ft you lease. A 2,400 sq ft teaching floor would therefore support up to 30 visas under that ratio. Check the figure for your unit before you sign, because the zone applies it per lease.
Faculty and staff visa fees
A college hiring lecturers will pay the visa line many times over, yet DIAC has no public company fee for it. Visas and the establishment card for TECOM districts go through axs, and the axs fee list appears only after a client logs in. We looked at the DDA service cards, axs.ae, archived axs pages and the DIAC FAQ, and none shows the amount. Until you are a client, you are working from agency figures:
- Each staff visa: about AED 2,500 to AED 7,500, the band published by 6 setup agencies for the TECOM districts as a group
- Refundable deposit: AED 2,500 a head, from 2 setup agencies, returned when the visa is cancelled
- The institution's establishment card: AED 1,000 to AED 2,500, from 5 setup agencies
Source: setup agency visa price pages for TECOM districts, checked .
None of those agencies quotes DIAC by name. Their figures differ a lot, and part of the reason is that the medical test and Emirates ID are counted by some and left out by others. The figures TECOM does publish itself, AED 4,600 for a one-year visa or AED 5,042 for two years and AED 2,000 for the card, are GoFreelance rates for freelancers and do not apply to a school or university. For an owner or investor visa no reliable figure exists. Ask a partner to quote per head with each government fee shown, and read our guide to free zone visa cost for the federal charges behind each permit.
Which licence types and company forms does DIAC offer?
Two structures are open to education businesses here. A new provider forms an FZ-LLC, with people or companies as shareholders. An existing university or school group opens a branch of its UAE or overseas institution.
The DIAC FAQ also lists a freelance permit. The DDA fee table has no DIAC freelancer segment, and the GoFreelance programme covers other districts, not DIAC. Independent trainers and tutors usually register in Dubai Knowledge Park, which has training and freelancer segments of its own.
UAE nationals starting out can apply to the Dubai SME route in the same DDA decision. Approved applicants pay no annual licence fee for 5 years.
How do you set up a company in DIAC?
- Pick your segment and check which KHDA approval it needs.
- Get the KHDA authorization, NOC or nursery approval.
- File the DDA application on axs, which runs around the clock, or book a weekday meeting at the DDA counter.
- Sign the campus or office lease with TECOM.
- Pay the AED 3,500 registration and the segment fee, and deposit the capital for an FZ-LLC.
- Collect the incorporation certificate, the commercial licence and the company register from the DDA.
Timing depends on who you ask. The DIAC FAQ quotes 4 working days to initial approval and 3 to issue, a total of 7 once the file and fees are in. The DDA's service page says 10 days to provisional approval, then 2 to register. Add the KHDA stage on top of either.
Paperwork the DDA asks for
Start with the KHDA letter, since nothing moves without it. Then the DDA wants its own form, passports for the owners, the directors and the manager (UAE residents add their visa page), and a resolution by the owners to set up the company. If your manager already lives in the UAE on a visa, a signed appointment declaration goes in too. Anyone filing for you needs an attested power of attorney. Institutions opening a branch add proof that the parent exists and is in good standing, its constitution and a board decision to open in DIAC.
What does DIAC license renewal cost?
Every DIAC licence is annual. You renew on axs and pay the segment fee again. Schools work to an academic calendar, so set the renewal well before term starts: a renewal up to 60 days late costs AED 2,500, up to 90 days AED 5,000, and beyond that AED 10,000. See free zone license renewal for how other zones handle it.

Pros and cons of DIAC
Pros:
- A district built for education, next to other campuses
- One flat AED 15,000 fee for every segment
- Branch route with no minimum capital
- Staff visa ratio stated in the FAQ
Cons:
- AED 50,000 capital for an FZ-LLC, five times the DDA default
- KHDA approval adds a step and time before the licence
- No published lease prices, and staff visa fees sit behind the axs login
- No working freelance route for DIAC itself

Get a DIAC quote
Write your segment, expected student and staff numbers and preferred campus size in the form here. We run UAEFreeZoneDirectory.com on our own: DIAC, TECOM and the DDA do not own or run it. Your request goes to DIAC's leasing team or a licensed setup partner, who replies with rent and fees.
Setup consultants and DIAC
Few of the setup consultants we list name DIAC on their own websites, so ask the zone which agents it works with. The directory of Dubai setup consultants lists firms by area and service, and the top 15 by weighted Google score shows how they compare.
