Dubai Gold and Diamond Park is a jewellery free zone developed by Emaar Malls Group, where Jafza handles licensing, registration and visas. There is no published fee list for the park. Companies here hold Jafza licences, and Jafza licences start at AED 5,000 a year, licence only. The lease on your showroom or workshop is the bigger cost and is quoted per unit. It suits jewellers who want a retail showroom or a workshop with a free zone licence.

How licensing works in the park

The park does not run its own licensing office. When Jafza signed an agreement with Emaar Malls, the Dubai Media Office release of set out the split:

  • Emaar Malls Group develops the park and leases the units.
  • Companies are governed by Jafza Free Zone Rules, including licensing and fee structures.
  • Jafza handles licences, registration and visas.

So for most practical questions (company type, share capital, activities, visa process) the answer comes from Jafza's rulebook, not from a separate park authority. The same release said the park had over 90 retailers and brands at the time.

Jafza's current guides back this up. Its Renew License guide tells Gold & Diamond Park companies to bring a No Objection Certificate from the Gold & Diamond Park Authority, so the licence you renew each year is a Jafza one and the park signs off on it.

The Jafza figures are a floor, not a package. They do not include the lease, which is where a jewellery business spends most of its setup money.

What setup agents publish

Setup agencies publish a Dubai Gold and Diamond Park licence or starting setup at about AED 5,000 to AED 25,000 (published prices of 3 agencies, checked ). They disagree, and they are not pricing the same thing:

End of the range What that agent prices
Low, from AED 5,000 The Jafza licence alone, with a one-time registration, the lease and visas on top
High, up to AED 25,000 A retail licence only, no lease

Source: published prices of three setup agencies, checked .

The third agent gives a single setup figure that sits between the two ends. The agent behind the high end also prices a whole small retail outlet, lease and capital included, but no second agent gives a figure like it, so we leave it out. None of these numbers is our price. Ask for the lease figure first, because it decides the budget.

What moves the price

  • Showroom or workshop. A street-facing retail unit costs more to rent than a back-of-house workshop or office.
  • Activities. Retail sale of jewellery, manufacturing and wholesale trading of gold or stones can sit under different Jafza licence types. Jafza's trading licences come in tiers by the number of activity groups.
  • Share capital. One agency quotes a minimum. Jafza says FZE and FZCO companies have no minimum, provided capital fits the activity. Ask for the figure in writing.
  • Visas. Sales staff, goldsmiths and a manager each need a visa through Jafza.

Which licence types and company forms does Gold and Diamond Park offer?

Because Jafza rules apply, the usual Jafza forms are open to you: an FZE with one shareholder, an FZCO with 2 to 50 shareholders, or a branch of an existing company. A branch suits a foreign jeweller testing the Dubai market under its own name.

Setup steps

  1. Pick the unit you want in the park and get an offer from the landlord side.
  2. Apply to Jafza with your activities and company type.
  3. Sign the lease and submit your company documents.
  4. Receive the licence, then apply for the establishment card and visas through Jafza.

Jafza says its company formation takes 3 to 14 business days once all documents are in. That is Jafza's general figure. The park does not publish its own.

Pros and cons

Pros:

  • A dedicated jewellery cluster, with shoppers coming for gold and diamonds.
  • Jafza rules are well documented, with published licence and visa fees.
  • Showrooms and workshops in one location.

Cons:

  • No park-specific price list, and unit rents are quote only.
  • Retail units make the first year far dearer than a desk licence.
  • Older figures on tenants and history are hard to verify, so check anything an agent tells you.

Other options for gold and jewellery

If you trade gold or diamonds in volume without a shop, DMCC is the zone most traders compare first. For the rules that govern this park, read our Jafza guide. A mainland general trading licence is the other path for retail outside a free zone. Our Dubai free zones list shows the rest.

Good to know

Questions people ask

Who issues licences in Dubai Gold and Diamond Park?

Jafza. A Dubai Media Office release on the Jafza and Emaar Malls agreement says companies in the park are governed by Jafza Free Zone Rules, and that Jafza handles licensing, registration and visas.

Is Dubai Gold and Diamond Park a free zone?

Yes. It is a free zone developed by Emaar Malls Group. Its companies operate under Jafza Free Zone Rules, so the licence types, company forms and fee structures follow Jafza rather than a separate park authority.

How much does a gold trading license in Dubai Gold and Diamond Park cost?

The park publishes no fee. Its companies hold Jafza licences, and Jafza licences start at AED 5,000 a year. Three setup agents put a licence or starting setup at AED 5,000 to AED 25,000, and they disagree. The unit lease and visas come on top.

What share capital does a jewellery company in the park need?

Sources disagree. One agency quotes a fixed minimum, while Jafza itself says there is no minimum share capital for an FZE or FZCO, as long as capital is enough for the licensed activity. Confirm the figure with Jafza before you plan funds.

Can I open a jewellery showroom and a workshop in the same company?

Agents describe retail showrooms, workshops and offices in the park. Whether one licence covers both selling and making depends on the activities Jafza approves for you, so list both when you ask for a quote.
